EORI number - the abbreviation for the Registration and Identification Number of Economic Operators - is a unique number in the European Union, which the customs authorities of the member states assign, starting from July 1, 2009, to economic operators or other interested persons, such as be natural persons, to be used in all customs operations carried out by them throughout the territory of the European Union.
Purpose of introducing EORI
EORI number is required both by companies carrying out import/export operations and by carriers or shipping companies. The purpose of introducing the EORI number is to assign a registration and identification number to each economic operator to serve as their common reference in their relations with EU customs authorities. At the same time, the number serves to exchange information between the customs authorities of the member states, but also between the customs authorities and other authorities, such as the Border Police.
What if you don't have an EORI number?
In short, you will not be able to pay customs duties and your imported goods will not be able to clear customs. The EORI code is also required to import goods from a non-EU country or to export goods outside the Union.
Who is required to obtain the EORI number?
- any economic operator carrying out import, export, transit, storage or representation operations, as well as operations prior to the arrival/departure of goods entering or leaving the territory of the EU member states;
- persons, other than economic operators, who import/export goods to/from the European Union.
How to assign an EORI number in Romania
The first step you have to take is to submit a application for registration.

The following documents are needed:
- the registration certificate issued by the National Trade Registry Office;
- the VAT registration certificate issued by the Ministry of Public Finance, if applicable;
- documents showing the address of the registered office or the current fiscal domicile, as the case may be, in the event that it does not correspond to the one entered in the certificate(s) presented;
- constitutive act of the economic operator, with subsequent amendments and additions, as the case may be, or if you have a PFA/IF, the ONRC Resolution (scanned copy/photo) is needed.
Companies that are not registered on the territory of the EU, will submit copies of the following documents:
- registration document issued by the competent authority in the third country (copy);
- the VAT registration certificate(s) issued by the competent authority in the member states of the European Union, as the case may be;
- documents showing the address of the registered office or the current fiscal domicile, as the case may be, if this does not correspond to the one entered in the documents provided above, in the original or legalized copy, no later than 6 months before the date of submission of the application;
What does the EORI number look like?
Along with the country code, the EORI number consists of a maximum of 15 characters.
Example: RO5678901234ABCDE, where "RO" represents the country code of Romania and "5678901234ABCDE" the number assigned by the Romanian customs department.
In Romania, it was established that the unique national number used in the structure of the EORI number, in the case of legal entities, should be the unique identification code (CUI).
